Home builders and commercial developers selected to build in the new Springwoods Village master-planned community in north Harris County will have to meet rigid design guidelines focused on energy efficiency and environmental sensitivity.

"We're self-zoning and self-regulating ourselves and our land buyers," Keith Simon of project developer CDC Houston Inc. said this morning in a presentation to the media.

The regulations, which involve LEED and other standards for commercial and residential construction and design, were developed by a team led by the Gensler architecture firm along with Walter P. Moore and Watearth.

Every company that buys land for development in the 1,800-acre master-planned community will have to comply with the rules, which Simon believes ultimately will enhance values.

About a dozen home builders have been asked to participate in a competition from which four will be selected to develop the first phase of housing at Springwoods Village.

The competition involves builders submitting design concepts, cost structures and related information.

Lot development  is expected to begin in the second half of next year with the first homes to be occupied a year later.

Home prices have not been established.

Simon would not reveal which builders have been asked to compete, but he said they are recognizable names.

Springwoods Village, is being developed south of The Woodlands and next to the Exxon Mobil campus announced earlier this year.
